Highway Infrastructure and Utility Work
Caltrans regulates the placement of utility facilities within state highway rights-of-way. General policy dictates that utility facilities be excluded from access-controlled rights-of-way—such as freeways—whenever possible to maintain traffic safety and minimize disruption to the traveling public. When exceptions are made, they are subject to conditions designed to protect both the public and utility maintenance crews.
Road construction often involves necessary utility relocation. For example, El Dorado County’s Department of Transportation, in coordination with PG&E and AT&T, scheduled utility undergrounding work from April 2026 through December 2026. This work, associated with bridge replacement projects on Green Valley Road, requires occasional shoulder and lane closures. Motorists should anticipate delays in these work zones and allow extra travel time.

Utility District Governance
Public utility districts are governed by elected boards. The Truckee Chamber of Commerce, in partnership with local organizations, hosts candidate forums during election cycles to provide voters with information on candidates for the Truckee Donner Public Utility District, the Tahoe Forest Hospital District, and the Truckee Fire Protection District.
The 2026 Candidate Forums are scheduled for October 6 and October 8, 2026, from 5:00 p.m. to 8:00 p.m. These events allow residents to hear directly from individuals seeking office regarding their platforms and proposed solutions for community infrastructure and services.
